Shutdown amtetcher SNF 2007-10-04 16:55:41: Arcing on top of tray #5

Had been reported as a problem, but should have been shutdown.
People, if there is a reort of arcing, please do not use the tool.
Ran program 2 to pump down, but aborted before RF on.
